Resolved. Impact ~10 minutes (15:14–15:25 UTC): some chat agent responses failed due to transient errors at our subprocessor Azure Foundry. Mitigation: chat traffic switched to an alternate provider; error rates returned to normal.

Chat traffic has been moved off the affected Azure Foundry provider. Monitoring for stability.
